This guidance builds on the expanded travel restrictions under Presidential Proclamation\u00a0<a class=\"ql-link\" href=\"https:\/\/travel.state.gov\/content\/travel\/en\/News\/Intercountry-Adoption-News\/presidential-proclamation-10998-on-restricting-and-limiting-the-.html\" target=\"_blank\" rel=\"noopener noreferrer\">10998<\/a>\u00a0(PP 10998),\u00a0<em>Restricting and Limiting the Entry of Foreign Nationals to Protect the Security of the United States<\/em>, signed on Dec. 16, 2025, and effective Jan. 1, 2026.<\/div><div class=\"ql-block\" data-block-id=\"block-xAa4dp5X0o\">PM-602-0194 directs USCIS officers to take three main actions:<\/div><ol><li>Place a holdon\u00a0all\u00a0pending benefit applications, subject to certain exceptions and regardless of entry date, for nationals of the countries listed in PP 10998, pending a comprehensive review;<\/li><li>Conduct a comprehensive review of all policies, procedures, and screening and vetting processes for benefits requests for nationals of countries listed in PP 10998; and<\/li><li>Conduct a comprehensive re-review of approved benefit requests for nationals of countries listed in PP 10998 that were\u00a0approved on or after Jan. 20, 2021.<\/li><\/ol><div class=\"ql-block\" data-block-id=\"block-e7TEEJlNn-\">Now that several months have passed since the announcement, applicants have been affected by this ruthless policy causing delayed adjudications, and in some cases requests for additional evidence that USCIS might consider in determining whether to exercise favorable discretion, and some applications denied erroneously.<\/div><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-1282f096 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1282f096\" data-element_type=\"section\" data-e-type=\"section\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;,&quot;shape_divider_bottom&quot;:&quot;opacity-fan&quot;,&quot;_ha_eqh_enable&quot;:false}\">\n\t\t\t\t\t\t\t<div class=\"elementor-background-overlay\"><\/div>\n\t\t\t\t\t\t<div class=\"elementor-shape elementor-shape-bottom\" aria-hidden=\"true\" data-negative=\"false\">\n\t\t\t<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewBox=\"0 0 283.5 19.6\" preserveAspectRatio=\"none\">\n\t<path class=\"elementor-shape-fill\" style=\"opacity:0.33\" d=\"M0 0L0 18.8 141.8 4.1 283.5 18.8 283.5 0z\"\/>\n\t<path class=\"elementor-shape-fill\" style=\"opacity:0.33\" d=\"M0 0L0 12.6 141.8 4 283.5 12.6 283.5 0z\"\/>\n\t<path class=\"elementor-shape-fill\" style=\"opacity:0.33\" d=\"M0 0L0 6.4 141.8 4 283.5 6.4 283.5 0z\"\/>\n\t<path class=\"elementor-shape-fill\" d=\"M0 0L0 1.2 141.8 4 283.5 1.2 283.5 0z\"\/>\n<\/svg>\t\t<\/div>\n\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-610f5b4c\" data-id=\"610f5b4c\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-756acf1a ha-has-bg-overlay elementor-widget elementor-widget-toggle\" data-id=\"756acf1a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"toggle.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-toggle\">\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1961\" class=\"elementor-tab-title\" data-tab=\"1\" role=\"button\" aria-controls=\"elementor-tab-content-1961\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\"><p style=color:#020080>Who Is Impacted? <\/p><\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1961\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"1\" role=\"region\" aria-labelledby=\"elementor-tab-title-1961\"><div class=\"ql-block\" data-block-id=\"block-14b6e8fb-3b38-4699-8afd-e6edaf9da80d\"><div class=\"ql-block\" data-block-id=\"block-3u-KEk7jn2\">The hold and comprehensive review now apply to nationals of all countries listed in PP 10998. This expanded list includes (among others):<\/div><ul><li>Afghanistan<\/li><li>Angola<\/li><li>Antigua and Barbuda<\/li><li>Benin<\/li><li>Burkina Faso<\/li><li>Burma (Myanmar)<\/li><li>Chad<\/li><li>C\u00f4te d\u2019Ivoire<\/li><li>Cuba<\/li><li>Dominica<\/li><li>Equatorial Guinea<\/li><li>Eritrea<\/li><li>Gabon<\/li><li>The Gambia<\/li><li>Haiti<\/li><li>Iran<\/li><li>Laos<\/li><li>Libya<\/li><li>Malawi<\/li><li>Mali<\/li><li>Mauritania<\/li><li>Niger<\/li><li>Nigeria<\/li><li>Senegal<\/li><li>Sierra Leone<\/li><li>Somalia<\/li><li>South Sudan<\/li><li>Sudan<\/li><li>Syria<\/li><li>Tanzania<\/li><li>Togo<\/li><li>Tonga<\/li><li>Turkmenistan<\/li><li>Venezuela<\/li><li>Yemen<\/li><li>Zambia<\/li><li>Zimbabwe<\/li><\/ul><div class=\"ql-block\" data-block-id=\"block-M13QrLnhKv\">Individuals with Palestinian Authority\u2013issued or endorsed travel documents are also included. This means the policy applies based on nationality, country of birth, or citizenship acquired through Citizenship-by-Investment (CBI) programs.<\/div><\/div><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t<div class=\"elementor-element elementor-element-882f4b0 e-flex e-con-boxed e-con e-parent\" data-id=\"882f4b0\" data-element_type=\"container\" data-e-type=\"container\" data-settings=\"{&quot;_ha_eqh_enable&quot;:false}\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t<div class=\"elementor-element elementor-element-2e9bb67 e-flex e-con-boxed e-con e-child\" data-id=\"2e9bb67\" data-element_type=\"container\" data-e-type=\"container\" data-settings=\"{&quot;_ha_eqh_enable&quot;:false}\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-074db34 elementor-widget elementor-widget-heading\" data-id=\"074db34\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Exceptions (Which applications can still process to a decision?)<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-08574ea elementor-widget elementor-widget-text-editor\" data-id=\"08574ea\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"ql-block\" data-block-id=\"block-8b8a0deb-ec38-4eae-9370-6155fa4ca3cb\"><div class=\"ql-block\" data-block-id=\"block-4yAoTzxw2o\">PM-602-0194 allows USCIS to continue adjudicating certain categories of benefit requests, including:<\/div><ul><li>Individuals with a pending Form I-90, Form N-565, and Form N-600;<\/li><li>\u201cBenefit requests that are a priority for law enforcement\u00a0and where [Immigration and Customs Enforcement] has requested that USCIS take adjudicative action\u00a0to uphold public safety or national security;\u201d<\/li><li>Form I-765, categories(c)(11) for an alien paroled into the United States in the public interest or temporarily for emergency reasons and (c)(14)\u00a0for an alien granted deferred action only\u00a0when the request comes from law enforcement because the noncitizen is assisting law enforcement;<\/li><li>Initial\u00a0Form I-765, category (c)(8) for an asylum applicant (with a pending asylum application) who filed for asylum on or after Jan. 4, 1995;<\/li><li>Benefit requests for individuals whose entry would serve a United States national interest;<\/li><li>Benefit requests for athletes or members of an athletic team, including the coaches, persons performing a necessary support role, and immediate relatives for the purpose of participating in the World Cup, Olympics, or other major sporting event as determined by the secretary of state;<\/li><li>Benefit requests, or associated underlying benefits, for any programs that are terminated or discontinued as a result of an executive order, proclamation, Federal Register notice, or directive issued by the president, the secretary of homeland security, or the USCIS director; and<\/li><li>Decisions to automatically terminate automatic or ancillary benefit requests related to when an individual is granted legal permanent resident status or becomes a naturalized citizen.<\/li><\/ul><div>\u00a0<\/div><div class=\"ql-block\" data-block-id=\"block-CPG-d_iQwH\">The exceptions to the policy are limited and may not apply to many applicants. Moreover, almost 60 days have passed since this policy was announced and there are no further updates as to when these applications may go back into normal processing. Without any meaningful update from USCIS, applicants from the affected countries may continue to experience significant delays and\/or additional USCIS scrutiny in the adjudication of their cases, irrespective of whether the applicant or beneficiary is inside or outside the United States.<\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-ec79577
