U.S. District Court for the Central District of California found that USCIS’s “tolling” regulations were not in accordance with the Trafficking Victims Protection Reauthorization Act of 2008’s (TVPRA) 180-day deadline for the adjudication of Special Immigrant Juvenile (SIJ) petitions, and issued declaratory relief, but not injunctive relief.
